Charles Blahous lays out the facts and the implications in an excellent article, The Dark Side of the Payroll Tax Cut, which I have excerpted here:

In December 2010, President Obama and Congress reached an agreement whereby the Social Security payroll tax would be cut by two percentage points in 2011?from 12.4 percent to 10.4 percent?as a temporary stimulus measure. The president later proposed that the cut be extended and expanded in 2012. Before Congress went home at the end of 2011, it passed a 60-day extension of the two-point tax cut. The payroll tax cut has now been further extended to last throughout 2012 at least.

Most public discussion of the payroll tax cut has pertained to its efficacy (or lack thereof) as economic stimulus. Its greater policy significance, however, lies in another provision tucked into the same law. This provision is now transferring more than $215 billion in general tax revenues (e.g., income taxes) into the Social Security Trust Fund to make up for the reduction in payroll tax revenue.

In other words, the payroll tax cut is not really reducing the amount of tax revenues committed to Social Security. This is a transformative change to Social Security, reflecting goals for broader income redistribution now ascendant on the left end of the American political spectrum.

The new policy ends the longstanding requirement that Social Security expenditures be limited to the total amount of its tax collections (plus interest). And, by subsidizing payments with income taxes, it ends the idea that the Social Security benefits are fully ?earned? by recipients.

The recent shift to income-tax-financing embodied in President Obama?s payroll tax cut policy cannot be said to represent a bipartisan agreement with this new policy view. Instead, the payroll tax cut was first proposed on the basis that it was necessary for economic stimulus, and later extended with the argument that doing otherwise would impose a painful tax increase on working Americans. The fact that the law also contained a provision to begin significant subsidization of Social Security with income taxes only belatedly gained the notice of the press, and not yet of the general public.

A critical milestone has nevertheless been passed. Beginning in December 2010, and continuing through to the present time, the federal government has embraced the policy of committing income taxes to subsidize benefits beyond those that Social Security itself can finance. Unless this policy is rapidly reversed, readers of this article who pay income taxes should brace themselves for the substantial new taxes they will soon be paying to bail out Social Security.

Morneau reports for Twins spring training

FORT MYERS, Fla. - Justin Morneau has reported for duty for Minnesota Twins spring training.

The slugger visited the team's spring training facility in Fort Myers, Fla., on Thursday, one day before the team is scheduled to hold its first full-squad workout.

Morneau has missed 174 games the last two seasons because of a concussion and injuries to his shoulder, neck, wrist and foot.

General manager Terry Ryan says Morneau is healthy and ready to go this spring. The plan is for him to work without restrictions in spring training, but the team's medical staff will keep an eye on him to make sure everything is going well.

Authorities: Houston was underwater in tub (AP)

BEVERLY HILLS, Calif. ? Whitney Houston was underwater and apparently unconscious when she was pulled from a Beverly Hills hotel bathtub, and she had prescription drugs in her room, authorities said Monday.

The regal pop star's family made arrangements to fly her body home to New Jersey for a funeral at the end of the week.

Authorities said that there were no indications of foul play and no obvious signs of trauma on Houston's body but that it could be weeks before the coroner's office completes toxicology tests to establish the cause of death. The 48-year-old singer had struggled for years with cocaine, marijuana and pills, and her behavior had become erratic.

Houston was found underwater Saturday at the Beverly Hilton Hotel by a member of her staff about 3:30 p.m., hours before she was supposed to appear at a pre-Grammy Awards gala, police Lt. Mark Rosen said. She was pulled from the tub by members of her staff, and hotel security was promptly notified, Rosen said. She was pronounced dead about a half-hour later.

"As of right now, it's not a criminal investigation," Rosen said, refusing to release further details. "We have concluded our portion of the investigation at the hotel."

Los Angeles coroner's assistant chief Ed Winter said there were bottles of prescription medicine in the room. He would not give details except to say: "There weren't a lot of prescription bottles. You probably have just as many prescription bottles in your medicine cabinet."

The coroner's office released the body to the family late Monday morning. Two people who spoke with Houston's family said the singer would be taken to New Jersey. The two, who spoke on condition of anonymity because they weren't authorized to speak for the family, said Houston's family raised the possibility of a wake Thursday and a funeral Friday at Newark's Prudential Center, an arena that can seat about 18,000.

Houston was born in Newark and raised in nearby East Orange. She began singing as a child at Newark's New Hope Baptist Church, where her mother, Grammy-winning gospel singer Cissy Houston, led the music program for many years.

The White House said President Barack Obama's thoughts and prayers were with Houston's family, especially her daughter. Press secretary Jay Carney paid tribute to the singer's "immense talent" and called it a tragedy to lose somebody so gifted at such a young age.

Houston's death is a sad rewind of what befell Michael Jackson and Amy Winehouse. It took three months for a London coroner to rule that Winehouse drank herself to death last July. A powerful anesthetic was quickly linked to Jackson's June 2009 death. Three months ago, Jackson's doctor was convicted of involuntary manslaughter.

Houston's death tinged the Grammy ceremonies with sadness. It also probably boosted viewership, which was 50 percent higher than last year, with nearly 40 million viewers tuning in to the program on CBS.

A sensation from her first album, Houston was one of the world's best-selling artists from the mid-1980s to the late 1990s, turning out such hits as "I Wanna Dance With Somebody," "How Will I Know," "The Greatest Love of All" and "I Will Always Love You." But as she struggled with drugs, her majestic voice became raspy, and she couldn't hit the high notes.

Mourners left flowers, balloons and candles at the wrought-iron fence around the tall brick Newark church where she got her start. It sits near an abandoned housing project and the train line leading to New York City.

"She was an inspiration to everybody," said Gregory Hanks, an actor who grew up in the neighborhood and who dropped off a bouquet. He saw Houston perform in New Jersey years ago.

"I grew up listening to her as a little boy, and to hear her sing, you knew she was special," he said.

LOS ANGELES (AP) ? After what felt like an eternity but was actually just a few minutes, Frederic Prinz von Anhalt emerged from a white door into the foyer of the old-fashioned Bel-Air mansion that he shares with his wife of 25 years, former glamour queen Zsa Zsa Gabor.

The self-proclaimed German prince held a chocolate birthday cake he said was a gift from celebrity chef Wolfgang Puck. Smoke from the expunged candles jabbed into the small cake was still drifting in the air.

Surrounded by paintings and photographs depicting Gabor when she was an infamously sassy Hungarian actress, a few dozen guests quietly sipped champagne and mingle in the common areas of the home overlooking the twinkling lights of Los Angeles.

But Gabor was nowhere to be seen ? apparently celebrating her 95th birthday behind closed doors on the chilly Monday evening. Von Anhalt presented the cake to his bedridden beloved out of sight from the partygoers who had gathered for the occasion. He paraded it around the room as he greets his guests.

Gabor hasn't had much reason to celebrate for nearly two years as she dealt with a broken hip, a leg amputated because of gangrene, blood clots, infections, pneumonia, a loose feeding tube. But that didn't stop the publicity-loving von Anhalt from throwing a good party in her honor.

There was food ? German dishes like warm pretzels and schnitzel ? and plenty of drink. After emerging from the kitchen with his arms filled with bottles of pink wine, the endlessly eccentric von Anhalt scoffed at questions about unloading the mansion, having a baby or running for mayor of Los Angeles.

"This night is only a celebration of my wife's life," he proclaimed.

It was a seemingly lavish yet hardly A-list affair. Over in the sitting room, pianist Rei Williams filled the air with tunes such as "Wind Beneath My Wings" and "Moon River." A young male singer named Caleb ? just Caleb ? who bears a striking resemblance to Justin Bieber, lounged outside near the pool.

In the dining room, there was a towering white cake for guests topped with strawberries and decorated with hearts and the letters "ZZ" on each tier. Over on another table was a framed letter that read: "The Consulate General of Hungary in Los Angeles sincerely congratulates Zsa Zsa Gabor on the occasion of her 95th birthday. We wish you many more years!"

So why throw such a party for Gabor after all she's been through, especially if she can't participate? Gabor may not know what's going on outside her bedroom door, but she can feel the energy, according to von Anhalt.

He said the celebration makes her feel good. He said she's getting better. He said she wants to live.
